The NHS also persuades the Clinical Commissioning Groups (CCGs) in adapting the EDS in meeting the public sectors Equality duty and publishing their own Equality Objectives. The NHS periodically engages all key stakeholders in evaluating the achievements and deficits of its strategic Equality Objectives (Lenard & Straehle, 2012).   The variations are normally caused by quality and outcomes.
